Buddies?

This pair is often seen here. Actually the Gull, California Gull I think, is hounding the Goldeneye to steal a meal. He waits until the Goldeneye surfaces with a catch and moves in to snatch it. I see this regularly, don’t know if it is the same gull, but it is always just one gull.
